This location is another strong candidate within Pakistan. The city of Peshawar is in the Khyber Pakhtunkhwa province, home to a large Pashtun population, which matches the likely ethnicity and clothing of the individuals. While the city itself is in a valley, its outskirts and the surrounding tribal districts (like the former Khyber Agency) are characterized by arid, rugged mountains very similar to those in the image.
